If your interior wall has dampness or old paint has come out, then there could be two possibilities. Your wall has rising dampness or water leakage from outside.
Excess moisture is a common problem in buildings/flats, and may be apparent from; damp patches, mould growth, mildew, salts, staining, ‘tide marks', blistering paint, bulging plaster, and so on.
Rising damp in concrete and masonry is also the result of capillary action. When building materials such as most brick types, some stones, concrete blocks and plaster come into contact with moisture, the water adheres to the pores of the material’s capillaries. If the adhesive force between the water molecules and the material is greater than the cohesive force existing between the water molecules themselves, the water rises up the tube through capillary action.
Typically, damp can rise up to around 1m above its source.

Even small patch of 2 cm by 2 cm will increase further with formation of blister in the paint. Hence always treat your wall with Leakshield to avoid re-painting.
